I am reducing a low dose of percocet to a lower dose due to difficulty with concentration. Today on half as much I had much worse concentration. Could this be withdrawl symptoms?

It could be WDs depending on how long you have been taking percocets. Give your body a few more days to adjust and see how your concentration is. If it gets worse before then you should see your doctor right away. One other thing it could be is increased pain as pain interferes with your concentration.

Difficulty concentrating is not in itself withdrawal.
Did you switch to decaf?

there is a small subset of people who react to opiates if they have a resistant depression.

Historically this issue has been clouded with the development of the newer SSRI antidepressants.
However, buprenorphine is now being looked at for refractive depression:

So in some people removal of the opiate which may have been masking a depression would result in return of symptoms, and hence clouded thinking etc.
I have over the years, seen people on various forums with ADHD and OCD also say that opiates helped them with these issues as well. Not a huge number, but they ARE out there.
This is not surprising because opiates do have some serotonergic effects.
