Proposed bill will limit access to safe effective birth control

The Department of Health and Human Services has proposed a bill which will redefine "conception" as occurring at the moment of fertilization, rather than when the ova is implanted in the uterus. Implications of this threaten forms of birth control which can interfere with implantation, such as IUD's, oral contraceptives (which, if they fail to block ovulation, can still prevent implantation), plants, patches, etc.
