compression fracture

hurt my back about three months ago. It was a compression fracture to t-1. Doctor told me it was completely healed. I still have moderate pain to somewhat sever pain depending on my activity (walking, shopping, or even sitting for periods of time). Doctor says it is a bulge that was there previous to the accident that has been aggravated by the accident. He wants to cut me and fuse the disc. I'm not having shooting pains like other tell they have had with this kind of injury. And I’m not sure I want him to cut on me and maybe make things worst. Will the workmen comp people let me get a second opion??
