I have the program; after the trial expires, and if it's purchased, it's like other programs (i.e., Norton) and a subscription has to be purchased, as well, in order for it to continue working.
Sometimes GhostSurf works well; other times, it does not mask the IP.
I've used it for work and made that discovery.

I don't know whether it states if it's guaranteed or not, Stumps; I just know it doesn't always do the cloaking or provide anonymity while surfing.
The following site has proved itself to be consistently accurate in pinning my origination point while surfing (and doing work related activities):

I've used a diff. program, only it took forever for it to load pages.
Someone else may know of a "quality" tool :).
